In response to persistent complaints, the city commissioned a comprehensive study in 2023, costing approximately $125,000. Although the results of the study did not link the odor to a single source, it has led to speculation against the nearby International Flavors and Fragrances (IFF) facility located on Lane Avenue.

Jimmy Peluso, a Jacksonville City Councilmember, has been vocal about the community’s concerns. He believes the fragrance factory may be contributing to the ongoing odor issues. IFF has denied any link to the mysterious smells, stating that they are working collaboratively with city officials and the Florida Department of Environmental Protection (FDEP) to investigate the matter further.

IFF also affirmed that air quality sensors near their facility have indicated results consistent with background levels, implying that the odors may not be attributable to them.
