This initiative, which allocated a hefty $330,000 in grants to 41 local nonprofit organizations, was aimed at curtailing crime rates within Duval County.

Funds Handed Out, but Questions Arise

Of the 41 nonprofits that applied, a whopping 40 were given the green light to access the much-needed funds from the Safety and Crime Reduction Commission. However, the OIG’s investigation was focused on one vital question: did these organizations actually meet the eligibility requirements laid out in the grant agreements?

The grant was specifically tailored for small organizations, with a strict cap on annual budgets of $75,000 or less. In their applications, nonprofits were expected to confirm their financial status, but unfortunately, the city didn’t do much to check the accuracy of this information. This self-reported approach to verifying budgets has raised some eyebrows, leading to concerns about accountability.

Organizations Not Playing by the Rules?

Shockingly, it turns out that two of the funded organizations actually exceeded that $75,000 budget limit yet still managed to secure funding. To make matters worse, twenty-one organizations failed to provide any evidence of their annual budgets. How can we expect community improvements if the very organizations funded are not keeping their houses in order?

Perhaps even more alarming is the fact that thirty-two organizations did not submit documentation to show that they completed necessary background checks on staff and volunteers who work directly with children and vulnerable adults. Among all of the 40 organizations that received funding, only a mere six were able to present the required documentation confirming compliance with criminal history checks.

One Program, Many Concerns

Despite these glaring oversights, it’s worth noting that all funded organizations attended a compliance training program offered by the Nonprofit Center of Northeast Florida, Inc.. While this shows a commitment to education and self-improvement, it begs the question: why weren’t these organizations adhering to the requirements in the first place?

In light of the investigation’s findings, the OIG has recommended a series of corrective actions to bolster oversight and enhance compliance within this grant program. After all, it’s important that taxpayer dollars are being used effectively to reach the ultimate goal of reducing crime and ensuring community safety.
