Jacksonville Housing Affordability Crisis Deepens

News Summary

Jacksonville is facing a significant housing affordability crisis as rising prices and corporate ownership of rentals make homeownership increasingly elusive for many families. Councilman Rory Diamond proposes zoning changes to permit duplexes, triplexes, and quadplexes as a solution to broaden housing options. Local advocates stress the need for affordable housing amidst soaring property taxes and corporate ownership that have led to dramatic rent increases, affecting countless residents. As the proposal moves forward, its outcomes will crucially impact the community’s housing landscape.

Jacksonville Faces Housing Affordability Crisis

In Jacksonville, there’s a growing concern among residents about the American Dream of homeownership slipping away as rising prices make it increasingly difficult for families to find affordable housing. City Councilman Rory Diamond has stepped up to tackle this pressing issue by proposing some significant zoning changes aimed at broadening the housing options available to residents.

Bringing New Housing Opportunities

Councilman Diamond’s proposal suggests allowing the construction of duplexes, triplexes, and quadplexes in the city. This change would create what he refers to as “middle housing”, which serves as a bridge between traditional single-family homes and large apartment complexes. The aim is to add more options for people looking for affordable housing without infringing on established neighborhoods in urban areas.

Keirya Adams, who owns a duplex in Jacksonville, has voiced her support for this initiative. She emphasizes that the rising cost of living is outpacing wage growth, which makes affordable housing options more crucial than ever. In her view, allowing smaller multi-family developments could help countless individuals and families who are struggling to afford a roof over their heads.

The Young Family Dilemma

With prices soaring in the housing market, young families are feeling the pinch worse than ever. Councilman Diamond pointed out how difficult it has become for these families to purchase their first home without a substantial income. The proposed zoning changes could pave the way for more attainable options, giving families a chance to invest in a home that doesn’t break the bank.

However, there are concerns among some residents that introducing middle housing could negatively impact property values in their neighborhoods. Yet, architect Greg Burke has contended that adding triplexes or quadplexes wouldn’t necessarily decrease the value of existing single-family homes and might even enhance their market worth.

Affordable vs. Expensive Living

Adams has pointed out that duplexes typically offer more affordable living than larger, newer apartment complexes. She stresses that if executed thoughtfully, Diamond’s proposal on zoning changes could significantly uplift families in Jacksonville by making housing more affordable and accessible.

At the moment, the proposal is in the committee phase and is slated to be presented to the city council for consideration soon.

Corporate Ownership Woes

In a related trend, the landscape of Jacksonville’s rental market is shifting, with a surge in corporate ownership of multifamily apartment complexes. A staggering 72% of local apartments are now owned by corporate investment firms. This shift has led to substantial rent increases, with an average rise of 28% from 2020 to 2023, significantly outpacing wage growth. Tenants have reported experiencing monthly rent hikes of between $300 to $400.

Dr. David Jaffee from the University of North Florida has described this phenomenon as the “financialization of human shelter.” This trend has limited choices for renters and triggered higher rents, making life tougher for those who already struggle to pay their bills.

Housing Advocates Take Action

As landlords face challenges maintaining their properties, issues such as eviction filings and code violations have started to crop up. Advocates for affordable housing are pushing for policy changes aimed at regulating corporate ownership and enhancing tenant rights. Some potential solutions include creating a housing resource office, launching a landlord registry, and boosting tenant complaint systems.

The JAX Rental Housing Project has also developed an online database with the intent to help tenants identify property owners and access necessary assistance more easily.

The Bigger Picture

To make matters even more complicated, rising property taxes across Florida have further exacerbated the housing affordability crisis. Since 2019, property taxes in Jacksonville have surged by 59.6%, as an increase in demand fueled by migration due to the pandemic and climate-related challenges complicates the situation for residents seeking affordable housing.

With all these issues converging, Jacksonville finds itself at a crossroads. The proposed zoning changes could serve as a remedy to a very real and pressing issue, but how this unfolds will be crucial for the city and its residents seeking a place to call home.
