This 59-year-old towing magnate, who runs what is considered the largest towing company in Jacksonville, has pleaded not guilty to charges of grand theft and organized fraud. The accusations suggest that he has defrauded the state out of an astonishing $193,958.54 over the last several years.

Serrano’s troubles started to unfold on November 13, 2024, when he voluntarily turned himself in after a warrant was issued for his arrest. He showed up at the Police Memorial Building in Downtown Jacksonville, willingly facing the music after an extensive investigation spearheaded by the Jacksonville Sheriff’s Office (JSO).

From Towing Triumphs to Troubling Times

The investigation revealed some unsettling truths about Serrano’s operations. According to documents from the arrest report, Serrano allegedly failed to report thousands of dollars gained through the sale of towed vehicles. In Florida, there are strict rules that require towing companies to deposit any excess profits made from unclaimed vehicle sales with the clerk of court. But it appears that Serrano may have been sidestepping those regulations for quite some time.

A Focused Audit and Shocking Findings

The JSO initiated an audit of various towing companies included in its ‘Towing Operators List’ back in October 2023. Following this audit, some new compliance measures were introduced to help ensure that towing companies provide the necessary documentation regarding public sales of vehicles starting in January 2024. However, it didn’t take long for detectives to spot discrepancies within ASAP’s vehicle sale records—discrepancies that would lead to a much broader investigation.

Uncovering a Pattern of Fraud

As detectives delved deeper into Serrano’s business practices, they discovered inconsistencies in the sale amounts for at least 12 vehicles sold between October and December 2023. This raised some eyebrows, fueling a comprehensive review of hundreds of sale documents from ASAP Towing & Storage. It didn’t take long for investigators to conclude that a pattern of fraud had been occurring over several years. Overall, the JSO assessed that Serrano had defrauded the state from 2020 up to early 2024.

His court battles are far from over, as he is slated to return to court on March 19 for a pre-trial hearing.
